      Act Aug. 10, 1950, ch. 673, Sec. 8, 64 Stat. 437, provided that
    this chapter become effective Apr. 1, 1950, and remain effective
    for ten years thereafter, unless Congress or President direct
    earlier termination of operations, and for such further period as
    necessary to earliest practicable liquidation of operations under
    this chapter.
