L. 116-92 (enacting this section) would apply with respect to contracts awarded on or after 180 days after Dec. 20, 2019, was repealed by Pub. L. 116-283, div. A, title VIII, § 818(b)(2), Jan. 1, 2021, 134 Stat. 3751.
