§4310. Rifle instruction: detail of members of Army
(a) The President may detail regular or reserve officers and noncommissioned officers of the Army to duty as instructors at rifle ranges for training civilians in the use of military arms.
(b) The Secretary of the Army may detail enlisted members of the Army as temporary instructors in the use of the rifle to organized rifle clubs requesting that instruction.

In subsection (a), the words "under such regulations as he may prescribe" are omitted, since the Secretary has inherent authority to issue regulations appropriate to exercising his statutory functions. The word "civilians" is substituted for the word "citizenry" to conform to related sections. The word "capable" is omitted as surplusage. The words "regular or reserve" are substituted for the words "of the Regular", since, under section 682 of this title, Reserves may be detailed to duties authorized for Regulars.
