§2005a. Technical assistance for water resources
(a) Authority of Secretary of Agriculture
Notwithstanding any other provision of law, the Secretary of Agriculture may formulate plans and provide technical assistance to property owners and agencies of State and local governments and interstate river basin commissions, at their request, to-
(1) protect the quality and quantity of subsurface water, including water in the Nation's aquifers;
(2) enable property owners to reduce their vulnerability to flood hazards that also may affect water resources; and
(3) control the salinity in the Nation's agricultural water resources.
(b) Report to Congress
The Secretary shall submit by February 15, 1987, to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report evaluating the plans and technical assistance authorized in subsection (a) of this section. Such report shall include any recommendations as to whether the plan and assistance should be extended, how any plan and assistance could be improved, and any other relevant information and data relating to costs and other elements of the plan or assistance that would be helpful to such Committees.
