§3432. Program and plan review and implementation

(a) The State soil conservation agency, the State agricultural stabilization and conservation committee, and the Secretary or the Secretary's designee at the State level shall review programs and work plans under section 3431(c) of this title, and may recommend additions or changes  in  order  to  meet  urgent  State, multistate, and national conservation needs or priorities as developed under the Soil and Water Resources Conservation Act of 1977 [16 U.S.C. 2001 et seq.] or similar authority.

(b) For purposes of implementing the program and plan, the local unit of government is encouraged to seek information from and the cooperation of-

(1) local agencies, organizations, and citizens; and

(2) agencies of the Department of Agriculture or other Federal agencies, cooperative extension services, and others that may be designated by the Secretary or the Governor to serve as advisers.
