L. 100–418, title I, §1427(a), Aug. 23, 1988, 102 Stat. 1251 , which established the Trade Adjustment Assistance Trust Fund, did not become effective pursuant to section 1430(c) of Pub. L. 100–418, set out as an Effective Date note under section 2397 of this title.
