L. 99–252, §8, Feb. 27, 1986, 100 Stat. 34 , which required the Secretary of Health and Human Services and the Federal Trade Commission to transmit biennial reports to Congress on smokeless tobacco products, terminated, effective May 15, 2000, pursuant to section 3003 of Pub.
